Lodge Staff Accommodation

Rottnest Island Authority is assessing a development application to develop accomodation for the redeveloped Lodge site on Parker Point Road, South Thomson, Rottnest Island. Public comment was invited from Saturday 17 September 2022- Monday 3 October 2022.

The proposal consists of staff accommodation for up to 102 occupants encompassing:

  • 2 Site Manager Houses,
  • 20 detached Supervisor Units,
  • Line Staff accommodation for 60 occupants, and
  • Communal Facilities

  • Why is this proposal happening?

    A key initiative of the Rottnest Island Management Plan 2020-24 (RIMP) is to facilitate new private developments and specifically for commercial developments to provide housing for their staff. Currently, staff housing availability on Rottnest Island is particularly constrained during the peak summer season and is under increasing pressure throughout the year.

    Island businesses, particularly the private accommodation operators and hospitality operators, need staff to live on Island outside usual ferry times to service the facilities and amenities offered 24/7 as required for an iconic holiday destination. The latest ferry from Rottnest Island to the mainland leaves at 9pm over summer.

    The development will provide staff housing for people working at The Lodge, due to open in late 2023

  • Where is the development located?

    The site is located within the Thomson Bay Settlement Area on Parker Point Road, South Thomson. This area was identified in the RIMP for the development of staff housing.

  • Who is the proponent?

    RLR Holdings Pty Ltd is the proponent for the development. RLR Holdings Pty Ltd is the tenant of The Lodge site.

  • What is proposed for the site?

    Staff accommodation for up to 102 occupants – 2 Site Manager Houses, 20 Supervisor Villas, 4 Line Staff Accommodation for 60 occupants and communal facilities. It is anticipated the development will be delivered in two stages, the first stage consisting of a minimum of 40 rooms.

  • When will construction start and when will the project be completed?

    Stage 1 development is anticipated to start in early 2023 with the completion date to be August 2023.

  • Will construction cause disruption to visitors?

    A construction and traffic management plan will be required for the construction phase to minimise impacts to Island visitors and businesses.

  • What approvals are being sought for the site?

    Rottnest Island Authority has submitted an Activity Notice to South West Aboriginal Land and Sea Council and will lodge a Native Vegetation clearing permit with the Department of Water and Environmental Regulation in September 2022 in relation to any vegetation clearing required.

  • What happens after the end of public consultation?

    Rottnest Island Authority (RIA) will make its final decision on the development application following public consultation and assessment of the application. All persons and organisations that made a submission during the comment process will be informed in writing of RIA’s determination and this will generally occur within 30 days of the development application being determined. Submissions that are not marked by the submitter as confidential may be published on RIA’s website (with names removed) and may be publicly accessible.
