The Rottnest Island Local Emergency Management Arrangements (LEMA) is a comprehensive plan that outlines the critical measures for managing emergencies on the island. It provides specific details on how Rottnest Island Authority (RIA), along with hazard management agencies such as the Western Australian Police, Department of Fire and Emergency Services, and the Department of Health, plan for prevention, preparedness, response, and recovery in the event of an emergency.

The LEMA is designed to be robust and effective, ensuring the safety and wellbeing of all residents and visitors to Rottnest Island.

What is LEMA?

The Local Emergency Management Arrangements ensure a clear understanding among all parties involved, including the island community and other key stakeholders. The LEMA establishes key roles and responsibilities of all parties involved in emergency management on the island. It provides provisions for the coordination of emergency operations and activities. It also outlines the types of emergencies likely to occur on Rottnest Island and sets strategies and priorities for their management.

The purpose of these arrangements is to establish:

  • The emergency management policies of RIA.
  • The key roles and responsibilities of public authorities and other individuals involved in emergency management on the island.
  • The provisions for coordinating emergency operations and activities related to emergency management.
  • An outline of potential emergencies that could occur on Rottnest Island.
  • The strategies and priorities for emergency management on Rottnest Island.
  • Other aspects of emergency management on Rottnest Island as stipulated by the Emergency Management Regulations 2006.
  • Any additional matters related to emergency management on Rottnest Island that RIA deems appropriate, in accordance with the Prevention, Preparation, Response, and Recovery (PPRR) model of emergency management.
