Prendiville Group Development Proposals Consultation
Rottnest Island Authority (RIA) is seeking public comment on a package of three development proposals received from the Prendiville Group for Wadjemup / Rottnest Island:
- Construction of new worker accommodation on Parker Point Road for employees of the Prendiville Group (Samphire Rottnest, Hotel Rottnest and Isola Bar e Cibo).
- Enhancement of Samphire Rottnest hotel to construct 28 new guest suites, a new pool, a wellness centre incorporating a day spa and gym, and an expanded reception area.
- Extension of Isola Bar e Cibo restaurant to include a retail space, outdoor dining, a new entry, a second bar and upgrades to back-of-house facilities.

Developments proposed
Prendiville Group has submitted concept plans to develop new worker accommodation to support its operations. In 2022 public consultation was carried out on a worker accommodation development proposed by the Prendiville Group in the same vicinity but this did not proceed due to site constraints. The site was reconfigured to avoid those constraints and an amended design has now been proposed by the Prendiville Group. The current application includes changes to the site location and configuration for the worker accommodation development.
Worker accommodation is essential to support the 24/7 operations of the facilities and amenities of the Prendiville Group, as owners and operators of Samphire Rottnest, Hotel Rottnest and Isola Bar e Cibo. Development of new worker accommodation will reduce the amount of accommodation used by island businesses, providing overnight visitors with more affordable accommodation options.
The proposed new worker accommodation will provide housing and communal facilities for up to 122 occupants.
The Rottnest Island Management Plan 2023-28 identifies the need to facilitate new accommodation and hospitality developments. Additional worker accommodation for Prendiville Group will support this.

Prendiville Group has submitted a proposal to expand the Samphire Rottnest development within its existing lease area.
Full development of the lease area was anticipated by the initial Samphire Rottnest proposal that underwent public consultation in 2017. The first stage of that development opened in 2020 with 80 new visitor rooms, new food and beverage and conferencing facilities. This new proposal includes some of the original aspects of the 2018 Development Approval such as a gym, spa and additional pools and will fulfill development of the whole existing lease site with additional new visitor suites.
The proposal is to demolish the on-site staff housing, relocate the gas bullet outside the lease area and add 28 new visitor suites, a new pool with bar, a wellness centre including a gym and day spa, and expand the reception area.
The proposed development supports the Rottnest Island Management Plan 2023-28 initiative to facilitate new accommodation and hospitality developments.

Prendiville Group has submitted a proposal to extend Isola Bar e Cibo restaurant to create new food and beverage areas, a new bar and a retail space.
The proposal will expand the lease area to the south and create a new entry point. The concept includes a retail space, new outdoor dining area with additional seating, new central entry point for all services, a second bar, and upgrades to essential back-of-house facilities.
The proposed development supports the Rottnest Island Management Plan 2023-28 initiative to facilitate new hospitality developments.

Prendiville Group is the proponent for the development package.
The concept plans for the proposed development include self-contained, single storey accommodation for up to 122 Prendiville Group essential employees. This includes 15 x 2 and 3-bedroom management houses, and 57 x 1-bedroom residential units. The development also includes a communal facility.
A key initiative of the Rottnest Island Management Plan 2023-28 (RIMP) is to facilitate new accommodation and hospitality developments. Private sector development of worker accommodation will support this. Due to the size of Prendiville Group’s businesses, incorporating Samphire Rottnest, Hotel Rottnest and Isola Bar e Cibo, Prendiville Group is required to construct its own worker accommodation. Development of new worker accommodation will reduce the amount of accommodation used by island businesses, giving more Western Australians affordable accommodation options.
Prendiville Group worker accommodation will be available to Prendiville Group employees.
The proposed site for accommodation is on Parker Point Road, south of Thomson Bay.
The proposed expansion area is located at the rear of the existing Samphire Rottnest site, along Parker Point Road.
The proposal is to build 28 new 1 and 2-bedroom guest accommodation suites with direct access to the wellness facilities and private pool. The proposed wellness centre will be open to all island visitors and includes a day spa, practitioner rooms, relaxation lounge, bathhouse and fitness studio. An additional pool will be constructed and the existing main reception building extended.
The proposed extension is for land currently used for staff housing, with four buildings to be demolished within the existing Samphire Rottnest lease site.
Isola Bar e Cibo’s existing footprint will be extended to the south, towards Hotel Rottnest. The extension is planned to include a retail space, new outdoor dining area with additional seating, new central entry point for all services, a second bar space and upgrades to essential back-of-house facilities with improved systems for deliveries and waste management.
The playground to the north of the restaurant will not be impacted.
Works for the proposed developments are expected to commence in 2025, subject to necessary approvals.
Rottnest Island Authority (RIA) is undertaking public consultation for a period of 21 days in accordance with Development Planning Guideline No.11 ‘Stakeholder and Community Comment Process’.
The three proposed development footprints have been surveyed and no Aboriginal cultural heritage sites or material has been found.
The proposal requires assessment and determination, with Rottnest Island Authority as the decision-making authority. RIA’s assessment will consider matters such as amenity, servicing, access, environment and bushfire management, and will also take into account advice received from the Heritage Council of Western Australia and submissions received on the development proposal during the consultation period.
The proposal requires assessment and determination of a Development Application, with Rottnest Island Authority (RIA) as the decision-making authority. Proposals will be referred to the Heritage Council of Western Australia (HCWA) for its consideration and advice, pursuant to the requirements of the Heritage Act 2018.
The Prendiville Group worker accommodation site has received a clearing permit from the Department of Water and Environmental Regulation (DWER) subject to conditions.
